Succeeds Harry Hopkins as WPA Head. Washington, D.C., Dec. 23. Col. F.C. Harrington was today appointed by President Roosevelt to be Works Progress Administrator. He succeeds Harry Hopkins whose appointment as Secretary of Commerce was also announced. The White House said that Harrington, present Chief Engineer for WPA, was designated merely as acting WPA Administrator and would not require Senate confirmation, 12/23/38
