Bell may succeed McCarl. Acting Director of the Budget, Daniel W. Bell, is considered a possible successor to J.R. McCarl as Comptroller General. McCarl's 14 year term expires next June. Bell is understood to have refused to take the appointment as permanent director of the Bureau of the Budget because it would cost him his Civil Service status, which he has cherished for 15 years. But the term of 14 years as Comptroller General might influence him to case aside his "career" record. In addition to other jobs, Bell is commissioner of accounts and deposits, a position he held when he was drafted to replace Lewis Douglas, the former director of the Budget.
