DAVID FRANKLIN HOUSTIN [sic], CHAIRMAN OF THE N.C.L.C. Mr. Houston was secretary of Agriculture in President Wilson's Cabinet, 1913-1920 and Sec. of the treasury 1920, 1921. He has been active in educational affairs throughout his life and in the promotion of social welfare generally. He has been a teacher and school Supt., a college professor in political and social science; president of the Agri. and Mechanical College of Texas; dean and later president of the University of Texas; Chancellor of Washington University; chairman of the Federal Board for Vocational Education; chairman of the Farm Loan Board; member of numerous official commissions; and a writer of force and distinction on historical, economic and financial topics. He was born in Monroe, Union Co., N.C. in 1866, received the degree of Bachelor of Arts from South Carolina College, and Master of Arts from Harvard. The degree of Doctor of Laws has been conferred upon him by seven different colleges and Universities, including Harvard, Yale and the University of Wisconsin. Mr. Houston says he looks upon his work with the National Child Labor Committee as presenting a great opportunity. It is the same opportunity that is shared by every member of the organization. Shoulder to shoulder with Mr. Houston let us all prove equal to the opportunity which is ours today. AUGUST AMERICAN CHILD. 1921.

Noon-hour, Indian Head Mills. All are workers. The very youngest refused to be photo'd. The Supt. seemed worried about my photographing the workers. He said, "Now we observe the child labor law thoroughly, but there are lots of persons in the North who like nothing better than a chance to rap at the Southern Cotton Mills." Group showing most of the youngsters working in the Cowpen's Manufacturing Co., S.C. They are all regular workers including shorty the smallest one. The boy next to him was dragged out of the photograph against his will soon after by an anxious parent. Superintendent was very suspicious and accused me of being the one who made so much trouble for the mill people several years ago. He finally permitted some outside photographs only saying, "We have certificates for all these children."  Location: [Cowpens], South Carolina.

Flashlight photos of 5 boys who work in Augusta (Ga.) cotton mill. Supt. refused to let me go through the mill so I went there at 6 P.M. and under cover of darkness got these boys as they came out. Then we went out back of the bill boards and took the photo. 3 of the smallest of there 5 boys been there 3 years. 1 other for 4 yrs. Many children in this mill. Photos taken during noon hour, October 23rd, 1912, at the Loray Mills, Gastonia, N.C. They said they were working and went in to work. At night I counted over thirty children coming out when the whistle blew, and they seemed to be from ten to twelve years old. The Superintendent was much disturbed over the photos. Flashlight photos of 5 boys who work in Augusta (Ga.) cotton mill. Supt. refused to let me go through the mill so I went there at 6 P.M. and under cover of darkness got these boys as they came out. Then we went out back of the bill boards and took the photo. 3 of the smallest of there 5 boys been there 3 years. 1 other for 4 yrs. Many children in this mill. National Child Labor Committee No. 954. 1-legged boy. Neil Gallagher, Wilkes Barre, Pennsylvania Born January 14, 1891. Went to work at about 9 years. Worked about two years in breaker. Went inside at about 11 years. "Tripper," tending door. 83 cents [a] day. Injured May 2, 1904. Leg crushed between cars. Amputated at Mercy Hospital, Wilkes Barre. "Baltimore Tunnell" - "Black Diamond" D. & H. Co. Thomas Lewellin Superintendent (inside boys); Samuel Morgan, Superintendent. In Hospital 9 weeks. Amputated twice. No charge. Received nothing from company. "Was riding between cars and we aren't supposed to ride between them." No written rules, but they tell you not to. Mule driver (who was on for first day) had taken his lamp and he tried to reach across car to get it. Slipped between bumpers. Been working in breakers since. Same place $1.10 a day. Work only about 1/2 time. Work about 6 hour day. Left 3 months ago. Been in N.Y. - no work. Trying to get work in Poolroom. Applicant at Bureau for Handicapped, 105 E. 22nd Street, N.Y. Nov. 1, 1909. Father living, (Mother dead.) Miner same place. Hurt month ago Rock fall. 2 brothers 25, 27. Home 15 Pennsylvania St.  Location: Wilkes Barre, Pennsylvania.
