Sunday morning at Lynchburg Cotton Mill (Virginia) Ed Tolley, the smallest, said 15 years old, but that is very doubtfull. Others in these three photos, Lucien Tolley, Herbert Aultico, Henry Daly, John Crawley. (See my report for addresses.) Most of these boys could not spell own names. All claimed to be over 14, but their disputes showed "These's a reason." They get from three to four dollars a week and some pay board. One said, "I get all over $2.60." Some were surely under twelve. All work. Lindsey Witt has been working there 2 years. Dewey Anderson, three years. Myron Cole, some time.  Location: Lynchburg, Virginia.

By a vote of 11-12, the Senate Foreign Relations Committee today shelved the consideration of neutrality legislation until next term of Congress. By defeating the Pittman Resolution, they dashed the administration's hopes for repealing the arms embargo. Gillette vigorously denied that he voted as he did simply to take revenge for the president's attempt to defeat him at the last election. These were all the young children I could get at the Athens Hosiery Mill at noon. And at 9 A.M., although when I went through the mill at 7 A.M. alone Dec. 9th, I saw six little girls industriously at work standing on boxes so they could reach and helping their mothers and sisters. The WPA work is holding many of these former tenant farmers in their communities, but they are all potential migrants. None of these children had ever attended school. Four Freedoms and Arsenal of Democracy posters. Colonel Lemuel Bolles, District of Columbia director of civilian defense, addressed the throng on hand to witness the unveiling in the nation's capitol of 15 x 20 foot photomontages entitled "The Four Freedoms" and "Arsenal of Democracy." These were designed for the Office of Emergency Management (OEM) by the eminent poster artist Jean Carlu and were first seen in New York. From there they came to Washington where they were displayed for a month beginning November 7, 1941. Then they were sent out for display in various other cities throughout the country

Sunday Morning, Group of gum vendors and news-boys, Pennsylvania Avenue and 7th Sts. The smallest ones were Sam Kipnis, 412 P St., N.W., Washington, D.C. David Stierman, 701 M St., N.W., Washington, D.C. (Is a truant on probation. Very defiant). Abram Furr, 1004 4 1/2 St., S.W., Washington, D.C., has a badge. The smallest of these were 11 years old. I saw some smaller but couldn't get the photo.  Location: Washington (D.C.), District of Columbia.

These were the youngest white boys (there were several younger negroes) that I could find working in the Parker Heading Co. Lumber Yards, Poplar Bluff, Mo. (Sometimes called the Great Western Lumber Co.) I went through the buildings and yards. Smallest white boy is Frank Childers, Front St., Poplar Bluff. He and the other small boys help trim and carry strips to make barrel headings.  Location: Poplar Bluff, Missouri.

All work in Ewen Breaker, Pennsylvania Coal Co. (see photos taken at breaker later). Philip Kurato (on left end of photo) 177 So. Main St., Pittston, Pennsylvania Working in breaker for 6 months, said he was 12 years old, but doesn't appear to be that. Told the school Principal the other day he was 13 years old. Jo Tabone (middle) 141 Thompkin St., benn [i.e., been] working three years in Ewen Breaker. Said 14 years old but doesn't appear to be. Charlie Bootha (right-end) said he was 12 years old. Works at Ewen Breaker. Lives in Sebastopol. Couldn't spell his own name and didn't know name of street he lives on. Seems to be under 12 years old. All were suspicious of my sending them to school. Philip Kurato's step-mother told me (through an interpreter) that he has a birth certificate showing him to be 13 years old; that he has been working in the breaker for two years - and that Squire Barrett gave him his working papers. The step-mother owns a home near by, said to be worth $1,500.  Location: Port Griffith, Pennsylvania.

First pair of brothers among the AJA [Americans of Japanese ancestry] volunteers inducted into the U.S. Army in the territory were Chitsugi, twenty-three, and Minoru Manabe, twenty-eight, who took the oath of allegiance together among the first batch of fifty-eight Kauai registrants sworn in. Both were born at Anahola but lived in Kealia, Kauai with their elder sister Fumiyo Hashimoto who is shown bidding them goodbye. Both went to the Kapaa Grammar School and last worked for the Lihue Plantation Company. Scotland Neck Cotton Mill. Group showing some of the youngest workers taken in the mill at starting time. Tiniest girl, one apparently 8 or 9, I saw at work at her knitting machine perched up on a box, as she was too short to reach. The next in size I saw raveling. Both were steady workers. These were all the young children I could get at the Athens Hosiery Mill at noon. And at 9 A.M., although when I went through the mill at 7 A.M., alone, Dec. 9th, I saw six little girls industriously at work. Standing on boxes so they could reach and helping their mothers and sisters; they appeared to be about 5 and 7 years old (See report.) Where they disappeared, I never found out. They were the size of the smallest boy on right of photo 190[., i.e., 1907?].  Location: Athens, Tennessee.
