White House conference on unemployment census. Washington, D.C., Sept. 24. Holding his first press conference today, John D. Biggers, Administrator of the Unemployment Census, announced that he had called a conference at the White House on Monday to formulate plans for the first unemployment census ever conducted in the United States.
