Während der Regierungszeit der Präsidenten Wilson, Harding, Coolidge und Hoover stellte die National Photo Company ihren Abonnenten täglich Fotos von aktuellen Nachrichtenereignissen in Washington, D.C. zur Verfügung. Sie bereitete auch Bildsets zu populären Themen vor und übernahm spezielle fotografische Aufträge für örtliche Unternehmen und Regierungsbehörden. Der Großteil der Bilder entstand zwischen 1909 und 1932. Die Fotoakten der National Photo Company, darunter schätzungsweise 80.000 Abbildungen (Abzüge und entsprechende Glasnegative), erwarb die Bibliothek 1947 von ihrem Eigentümer Herbert E. French.
