Die Funktion des Gebäudes bestand darin, Pflanzenschädlinge aufzuspüren und zu entfernen, die auf importiertem Pflanzenmaterial beheimatet sein könnten. Pflanzenpathologen in Hoboken wurden für die Krankheitsbestimmung von neunzehn Häfen in einem Gebiet verantwortlich, das sich von New York südlich bis Norfolk, Virginia und westlich bis Chicago, Illinois erstreckt.
