This unusual statue salutes a most unusal local booster group that has (as of 2018) been operating in in Grants Pass, Oregon, since 1922. They're not the Elks or the Moose or even the Odd Fellows, although the last of these would describe this guy. It's the Cavemen, whose mission is to publicize Grants Pass and Josephine County, which are indeed replete with mountain caves.
