Bell may succeed McCarl. Acting Director of the Budget, Daniel W. Bell, is considered a possible successor to J.R. McCarl as Comptroller General. McCarl's 14 year term expires next June. Bell is understood to have refused to take the appointment as permanent director of the Bureau of the Budget because it would cost him his Civil Service status, which he has cherished for 15 years. But the term of 14 years as Comptroller General might influence him to case aside his "career" record. In addition to other jobs, Bell is commissioner of accounts and deposits, a position he held when he was drafted to replace Lewis Douglas, the former director of the Budget. Babcock, Chief of the Underwriting Section until it was reorganized into a division, has been with the Federal Housing since 1934. Phillips, Regional Director of the National Labor Relations Board at Cincinnati, was questioned by the House Committee investigating the NLRB regarding a report he made last January to Nathan Witt, Board Secretary, in which he said that the City Editor of the Cincinnati Enquirer 'and my guild friends will doubtless be able to take care of' a series of articles about a board hearing in the case of the American Rolling Mills Co. Asked whether he did not think this was suppressing news about the board, Phillips replied, that was not because he did not take credit for killing the story but for telling the City Editor that it was 'made out of whole cloth, vicious, and full of lies.' He said his interest in the case was to see that 'the truth should be printed about the board'
