This and a montage representing the Four Freedoms were designed by Jean Carlu, eminent psoter artist. Each measures 15 x 30 feet and is divided into 2 1/2 foot squares. These panels display a novel new montage technique used only once before. German warning to occupied France. Here, in the Nazis' own black and white, is visual testimony to the fact that the battle of France continues. This grim poster came to the Office of War Information (OWI) from Paris by a devious route, a route which for obvious reasons cannot be given but which, by its very existence, proves that the Gestapo isn't all-powerful. Bordered in red, surmounted by  eagle and swastika, the poster is a notice that a member of the German army was killed in Paris, August 21, 1941, and that, as a consequence, every Frenchman under arrest, from August 23 on, will be considered a hostage. "In the case of another attack," the notice--in French and German--states, "hostages in a number corresponding to the seriousness of the criminal act committed will be shot." Heretofore, because of the large number of desertions by Chinese crew members, alien seamen of Chinese nationality have been detained on board when their ships touched American ports. As a result of conferences between representatives of the Chinese Embassy, the Recruitment and Manning Organization of War Shipping Administration, and the Immigration and Naturalization Service of the Department of Justice, Chinese seamen may now be granted shore leave if guarantees are given that they will not desert. Group of workers in Moritas Mill, Columbus, Ga. Could not get the youngest. I went through the mill in the morning and saw some very young workers, and a number of little dinner toters who were helping. A school teacher told me that the parents count on the children learning to work this way, during the noon and encourage the people to work at that time, although the nooning is only 30 minutes.
