Woods testifies on unemployment. Col. Arthur Woods, Chairman of President Hoover's Emergency Employment Committee, testified before the Senate Appropriation Committee that unemployment in the United States had doubled since the census report of April 1, and that the total is now between 4,000,000 and 5,000,000.
