Surgeon General Thomas Parran was the first witness today as the Joint Congressional Committee Investigating the Tennessee Valley Authority resumed it's public hearing at the Capitol. While praising the TVA for the work it has done in combating disease, Dr. Parran termed the south 'the nation's no. 1 health problem.' He said the south had the 'fewest physicians' per capita, the fewest hospitals, and the highest death rate
