Biggers, Administrator of the Unemployment Census, announced that he had called a conference at the White House on Monday to formulate plans for the first unemployment census ever conducted in the United States. Included among those invited to the meeting were John L. Lewis, CIO head; William Green, A.F. of L. President; George H. Davis, President of the U.S. Chamber of Commerce; W. Averill Harriman, Chairman of the Commerce Department's Business Advisory Council; and Leaders of Farm and Cooperative Groups.
