Russell Young, Colonel Lemuel Bolles, District of Columbia director of civilian defense, addressed the throng on hand to witness the unveiling in the nation's capitol of the 15 x 30 foot photomontages entitled "The Four Freedoms" and "The Arsenal of Democracy."
