It was almost midnight tonight when Senators began emerging from the White House after their conference with President Roosevelt and Secretary of State Hull at which an agreement was reached to allow neutrality legislation to lie dormant until next session, thus, apparently ending a flare-up between congress and the president on the neutrality issue which began when the Senate Foreign Relations Committee refused to take up the question this session.
