First CCC appointed to Civil Service rolls received by Director Fechner. Washington D.C. March 3. Elbert Jackson Lester, the first CCC enrollee to be appointed to the recently created civil service position of junior assistant to technician, was today presented to Robert Fechner, Director of the Civil Conservation Corps. Twenty-two years of age, Lester is a native of East Radford, Virginia, and has been assigned to Camp Roosevelt, Virginia, the first CCC Camp established.
