These were designed for the (OEM) Office of Emergency Management by the eminent poster artist Jean Carlu and were first seen in New York. Appearing before the Senate Unemployment and Relief Committee today, William Hodson, New York City Commissioner of Welfare, suggested modification of the Unemployment Insurance Act so that the basic payment to an unemployed person will provide an allowance for his dependents.
