Four Raines letters re: third class cities tax suffrage bill. In December 1905, Senator John Raines, who had sponsored the tax suffrage bill in the two previous legislative sessions, suggests changing strategy by attempting the amend individual third class city charters. In January Mary Craigie New York State Woman Suffrage Association legislative chairman, rejects this approach and Anne Fitzhugh Miller convinces Raines to again sponsor a general tax suffrage bill, which eventually passes in the Senate in May, but is not reported out by the Assembly rules committee
