Decoding Chief at the State Dept. Washington, D.C., July 31. David Salmon, Chief of the Division of Communications and Records at the State Department is kept very busy decoding all the messages for the president that are coming thru the State Dept. from the China Japan hostilities. The messages are coming thru a battery of telegraphed teletype machines in State Dept., which are on twenty-four hour shift, 7/31/37
