Summary
Photograph shows Francis Charles Fuller (1866-1944), British chief commissioner to the Ashanti Empire. He was passenger on the British ship, the Appam, which was seized by a German ship off the coast of Africa in January 1916 and was later brought to Newport News, Virginia.
