This and a montage representing the Four Freedoms were designed by Jean Carlu, eminent psoter artist. Each measures 15 x 30 feet and is divided into 2 12 foot squares. These panels display a novel new montage technique used only once before. Four Freedoms and Arsenal of Democracy posters. Ready to go is the huge 15 x 30 foot Arsenal of Democracy montage deseigned by Jean Carlu, eminent poster artist, for exhibition at the National and Civilian Defense Exposition in New York and in many other cities throughout the country. The panel is divided into 2 12 foot squares. The artist seems pleased with his work, which is only the second time this particular montage technique has been used. Behind him are figures from the Four Freedoms panel, which equal in size to the Arsenal of Democracy. Both panels were prepared for the Office of Emergency Management (OEM)

Four Freedoms and Arsenal of Democracy posters. A civilian defense worker in the nation's capitol. District of Columbia commissioner J. Russell Young, Colonel Lemuel Bolles, District of Columbia director of civilian defense addressed the throng on hand to witness the unveiling in the nation's capitol of the 15 x 30 fot photmontages entitled "The Four Freedoms" and "The Arsenal of Democracy." These were designed for the (OEM) Office of Emergency Managmement by the eminent poster artist Jean Carlu and were first seen in New York. From there they came to Washington, where they were displayed for a month beginning November 7, 1941. Then they were sent out for display in various other cities throughout the country. Seated on the platform is Colonel Lemuel Bolles, director of civilian defense for the nation's capitol
