Reason was that a republican bloc, opposed to allowing the President continued power to devalue the dollar and the Treasury to dip into the $2,000,000,000 stabilization fund, filibustered until midnight, at which time the power was supposed to lapse. Recommends CCC be made permanent. Washington, D.C., March 15. Robert Fechner, Director of the Civilian Conservation Corps, today recommended to the Senate Unemployment and Relief Committee that the CCC be made a permanent establishment. The present CCC authorization will expire July 1, 1940. Vernon, IA, student at Union Theological Seminary, New York, today attacked President Roosevelt's request for increased military expenditures as "anti-social action" and said the young men he represented "will not bear arms" in event of war. "I do not believe in defending my country," he qualified. Littell, who described himself as "social chairman of the National Council of Methodist Youth," testified before the House Naval Affairs Committee in opposition to President Roosevelt's $800,000,000 Naval authorization plan. He attacked the administration for having an "ambiguous and undeclared foreign policy," 2/14/38
