She is responsible for keeping the flag that flies over the Senate wing of the Capitol in proper flapping order. Betsy Ross Has a Rival. The American flag being presented to Major E.J. Swift, of San Francisco (center) by a group of grateful Montenegrin soldiers, along with the small piece of artillery which has been in use with the Montenegrins for fifty years. The flag was given to Major Swift as a token of appreciation of the work of the American Red Cross in Montenegro. The soldiers were unable to buy an American flag in their country, so they obtained a colored poster and used the flag pictured in it as a pattern, and had one made
