PRESIDENT ROOSEVELT TODAY SIGNED A MEASURE DESIGNED TO FACILITATE THE ECONOMIC ADJUSTMENT OF THE PHILIPPINE COMMONWEALTH TO INDEPENDENCE STATUS. IT PROVIDES FOR GRADUALLY DECLINING DUTY-FREE QUOTAS ON IMPORTS FROM THE PHILIPPINES OF COCONUT OIL, CIGARS, AND PEARL BUTTONS.
