When the provisions of the Commodity Exchange Act of 1936 took effect last week, the responsibility for their enforcement was put in the hands of Dr. J.W.T. Duvel, who for eleven years has administered the preceding legislation, the Grain Futures Act. Cotton state Solons present demands for enactment of farm program to president. Washington, D.C., Aug 5. Led by Senator Ellison D. "Cotton Ed" Smith, of South Carolina, a delegation of congressmen from the cotton states called on President Roosevelt today and presented their demands for enactment of a farm program before congressional adjournment. After the conference a spokesman for the group told reporters he felt the president would make stabilization loans under existing discretionary powers, probably through the Commodity Credit Corporation, on all basic commodities if given "definite assurances" that a farm production control program would be enacted early next session. Commodity Exchange Heads seek method to prevent defrauding of public commodities. Washington, D.C., Aug. 1. Representatives of six major commodity exchanges today conferred with Department of Agriculture officials on methods of preventing so-called commodity counselors from defrauding the public through promises of extra-ordinary profits. Assistant Secretary of Agriculture Harry L. Brown is pictured as he laid before the group recommendations of Secretary Wallace for "vigorous action" to discourage brokerage houses from accepting business from certain types of commodity counselors. On the right of Mr. Brown is Dr. J.W.T. Duvel, Chief of the Commodity Exchange Administration. Represented at the meeting were the Chicago Board of Trade, New York Cotton Exchange, New Orleans Cotton Exchange, Chicago Mercantile Exchange, New York Mercantile Exchange, New York Wool Tops Exchange, and the Minneapolis Chamber of Commerce, 8/1/38
