"Hell's Half Acre," a row of disreputable houses at the edge of the mill settlement at Avondale. These houses harbor the scum of the negroes and whites of the vicinity, and are separated from the mill village by a shallow ditch, which gave Gov. Comer, owner of the mills, the excuse that they were not on the mill property when the question of their removal was taken to him a while ago. A prominent social worker told me that not only do the mill people patronize these resorts, but that the broken down mill girls end up in these houses and that there are, on court record, three cases within a year of girls under fourteen years of age ruined in Hell's Half Acre. Told me, that there are innumerable instances showing the bad moral influence of the cotton mill settlement. (See report on Avondale conditions).  Location: Birmingham, Alabama.

Raymond Bykes, Western Union No. 23, Norfolk Virginia Said he was fourteen years old. Works until after 1:00 A.M. every night. He is precocious and not a little "tough." Has been here at this office for only three months, but he already knows the Red Light District thoroughly and goes there constantly. He told me he often sleeps down at the Bay Line boat docks all night. Several times I saw his mother hanging around the office, but she seemed more concerned about getting his pay envelope than anything else.  Location: Norfolk, Virginia.

Family of J. W. Lott at West. The father and three oldest children (two of them under legal age) work regularly in the Brazos Valley Cotton Mill. Charlie is thirteen years old. Family Record said he was born March 12, 1900. Mattie is fourteen years old. Family Record says born November 14, 1898. Both of them have been working in a cotton mill at Laurel, Miss., for one year. Been working here for two weeks. Have steady jobs. Get about $1.25 a day. Charlie was put right to work in spite of the fact that he is in very bad shape physically. Probably malaria. Before he came here, he worked in the cotton mill at West, Tex., for five or six years. Said boys work in the Cuero mill under age. "They don't even bother to ask your age. Didn't ask mine. Easy 'nuff to git a job." The mills were not running on account of floods this week. I found only one other boy under age, "Spider" Estes said he is fourteen years old and been working here, doffing one year.  Location: Cuero, Texas.

Hard work and dangerous. This "river-boy" Lyman Frugia, poles the heavy logs into the incline that takes them to the mill. It is not only hard work, but he is exposed to all kinds of weather, and is dangerous too. Said he is fourteen years old and has worked here several months. Gets $1.00 a day. Miller and Vidor Lumber Company. This was the only mill I found around Beaumont that employed boys - likely because they are located some distance from town.  Location: Beaumont, Texas.

Several from eight to ten. Smallest girl in front is Erna Hamilton, eight years old. (See family story #2453.) The older girls, from twelve to fourteen years, earn several dollars a day. John Huggins. Said he is fourteen years old and has been doffing for eight months in the Guadalupe Valley Cotton Mills. Violation of law. Gets a dollar a day now. Before he came here, he worked in the cotton mill at West, Tex., for five or six years. Said boys work in the Cuero mill under age. "They don't even bother to ask your age. Didn't ask mine. Easy 'nuff to git a job." The mills were not running on account of floods this week. Hard work and dangerous. This "river-boy" Lyman Frugia, poles the heavy logs into the incline that takes them to the mill. It is not only hard work, but he is exposed to all kinds of weather, and is dangerous too. Said he is fourteen years old and has worked here several months. Gets $1.00 a day.
