Civarro family, 2106 Second Avenue, second floor back, working on patriotic flag pins. They get 3 cents a gross for inserting pin and putting onto card. Mrs. Civarro with her three-months-old baby in her arms is working with four children aged 10, 9, 7 and 5, and a younger child that does not work (2 years). They work irregularly (as Mrs. Civarro does the janitor work for the building which is in fair condition, and receives in return only the rent free of three small rooms), and their net income for this work is $2 a week. 8 members of the family sleep in one small inner room. The tenement is not licensed for homework. Baby was a premature child and very small and frail. "It is so skinny." Husband is a laborer.  Location: New York, New York (State) / Lewis W. Hine.

The mother is a packer makes $10 a week and upward, during the active season. Another boy, not in the photo, works also. In the front row are George Hamilton, 11 years old, who cuts regularly--made a dollar in three hours the day before; Byron, with a badly cut finger, earns 25 cents a day; little Erna 8 years old works at cartoning. The father is dissatisfied with the irregular income, but cannot see the connection between his early boyhood work and his present stagnation. He is putting his little ones through the same process. Seidman, Chairman of the New York Board of Trade Tax Committee suggested a 10 point tax program to the House Ways and Means Committee. He brought out that business would lose its fear of striking out for recovery if it knew in advance where Congress would place taxes. He said that removal of numerous taxes and replacement of that federal income by broadening of the income tax base might be a solution. Said he, ' We hear it said that capital is on strike. But, that is sheer nonsense. What we lack is a willingness to run the risk of employment against too many odds'

Pinkerton, (left) youthful president of the Pinkerton Detective Agency, and Asher Rossiter, as they appeared before the Senate committee investigating strike-breaking. Pinkerton told the committee of the gross income of the million dollar company for the years 1934,1935 and part of 1936. Internal Revenue agents from 37 key cities in the United States and Alaska began a four-day conference today with treasury officials to devise means of expediting and improving field audits of income tax returns. Secretary Morgenthau told the conferees that they had a big responsibility in connection with federal financing and budget balancing.
