Conference of Latin American retailers. Washington, D.C., Nov. 1. Representatives of Latin-American governments and United States retailers met today under auspices of the Commerce Department to seek means of increasing western hemisphere trade. Canadian named official of Dallas exposition. Washington, D.C., May 5. Vice President Garner today presented Capt. J.W. Flanagan, Texas millionaire and Canadian sportsman, with the Commission of Director General of Foreign participation for the Pan American exposition to be held at Dallas this summer. Capt. Flanagan will sail May 8 for Colombia where he will begin a tour of South America to interest Latin-American sportsmen in raising funds to bring Latin athletes to Dallas for the Inter-American Sports Show.
