Refuses to comment. Washington, D.C., June 8. Chairman Frank McNinch of the Federal Communications Commission leaving the House Rules Committee hearing room today refused to comment on secret testimony given by FC Commissioner George H. Payne. Later members of the [House Rules Committee] said that Payne's charges last week that fellow commissioners were "too greatly influenced" by broadcasters' lobbyists failed to hold up in his testimony today, 6/8/38
