Jenks, Republican, was the winner over Alphonse Roy, Democrat, from the first district of New Hampshire. After an 11-hour session the commission gave the decision to Jenks by a margin of 10 votes. Rep. Jenks still has his fingers crossed, however, as the House will have the final say as to whether he will be seated or not
