Some samples (not all) of the children in the "Kindergarten Factory" run by the High Point and Piedmont Hosiery Mills, High Point, N.C. Every child in these photos worked; I saw them at work and I saw them go in to work at 6:30 A.M. and noons and out at 6 P.M. One morning I counted 22 of these little ones (12 years and under) going to work at about 6:15 A.M. Some of them told me their ages: 1 boy said 8 yrs. (worked when he was 7). 1 girl said 10 yrs. (apparently 7). 3 other girls said 10 yrs. 2 boys said 10 yrs. (1 got $3.00 a week). 1 boy said 11 yrs. 2 boys said 12 yrs. (1 said he makes $1. a day). (See also report.) Noon hour at Massachusetts Mill, Lindale, Ga. During the days following this, I proved the ages of nearly a dozen of these children, by gaining access to Family Records, Life Insurance papers, and through conversations with the children and parents, and found those that I could prove to be working now, or during the past year at 10 and 11 years of age, some of them having begun before they were ten. Further search would reveal more. (See Hine Report). Location: Lindale, Georgia.

Saturday night, September 26, 1914, he took investigator through the old Red Light on Ave. A, pointed out the various resorts, told him about the inmates he has known there. Only a half dozen of them were open now, and those very quietly. Durward has put in 2 years in the messenger work and shows the result of temptations open to him. He has recently returned from a hobo trip through 25 states. He was not inclined to tell much about the shady side of messenger work, but one could easily see that he has been through much that he might have avoided in a profitable kind of work. 18 years old. View of the Gorenflo Canning Co., Biloxi, Miss., taken at 7 A.M. Many tiny workers here, some of whom began to arrive at the factory as early as 5 o'clock, an hour before they were allowed to begin work, and long before daylight on a damp-foggy day. The whistle had blown and they came and stood around merely to hold their places. When the "catch" has been good, they begin work early, but today it was not good so they were waiting for daylight. In this group I ascertained the ages of a few, as follows, 1 child of 6 years, 1 of 7, 2 of 8, 1 of 10 and there were many more. See report also. Location: Biloxi, Mississippi.

"Hell's Half Acre," a row of disreputable houses at the edge of the mill settlement at Avondale. These houses harbor the scum of the negroes and whites of the vicinity, and are separated from the mill village by a shallow ditch, which gave Gov. Comer, owner of the mills, the excuse that they were not on the mill property when the question of their removal was taken to him a while ago. A prominent social worker told me that not only do the mill people patronize these resorts, but that the broken down mill girls end up in these houses and that there are, on court record, three cases within a year of girls under fourteen years of age ruined in Hell's Half Acre. Told me, that there are innumerable instances showing the bad moral influence of the cotton mill settlement. (See report on Avondale conditions). Location: Birmingham, Alabama.

The lessons begin at 6 A.M. and last for six hours, and these children who attend in the morning go into the mill in the afternoon and vice versa for the required eight weeks, which the law specifies. Taking everything into consideration it shows what travesty vocational guidance may become, and is in itself the best example of Dotheboys Hall I have ever seen, except that it is not half so practical as was Squeer's school. Many of them are paid by the week for doing it, and carry, sometimes, ten or more a day. They go around in the mill, often help tend to machines, which often run at noon, and so learn the work. The children from five years old upward pick cotton and help with the farm work, but get little or no schooling.
