Conservation rubber tires. Scenes such as this become less and less frequent as Uncle Sam pushes his all-out drive to conserve rubber. Many of these discarded tires could easily be reconditioned and used for many thousands of miles. Other discards are immediately baled up and reused by rubber plants.
