Significance: Building E-C is a contributing element of the Mare Island Historic District. Building E-C is a minor contributor to the historical setting for the "Captains' Row" residential complex along Walnut Avenue at Mare Island. The garages and other outbuildings behind the Captains' Row homes illustrate the lifestyle of ranking officers at Mare Island during the early 20th century.
