"The first section contains the acts of Congress. The second section, the old Maryland laws in regard to slavery, in force in the District of Columbia at the time of its cession by Maryland to the Federal government, and by Congress continued in force by act 27th February, 1801, section 1.--(2 Statutes. 103) The third section, the acts of the corporation of Washington." -Pref.
