50 years for the I.C.C. Washington, D.C., April 7. Carroll Miller, Chairman of the Interstate Commerce Commission, is shown looking over the model of the first boiler ever made by one of the men of the Commission back in 1911. This is one of the safety appliances with glass windows and gauges so that the operator has control over the steam and the flow of water at all times. This is the fiftieth anniversary of the I.C.C., 4/7/1937
