The 11 page statement urged members of the House and Senate to reconsider its action on the neutrality legislation. Hull's 6-point program for keeping the U.S. out of war was reiterated, to which Sen. Nye remarked, 'It's the curtain drop. The message presented no new arguments, and repetition of old arguments invites old answers.'
