Former head of New York Stock Exchange before Senate Committee. Washington D.C. Richard Whitney; former President of the New York Stock Exchange, was the first witness as the Senate Committee investigating railroad financing reopened hearings today. After testifying of his buying activity in Alleghany Corporation stock, a Van Swerigan holding company, Whitney proposed adoption of a rule preventing exchange Governors from passing on listing of new stock in which they or their business firms have an underwriting interest. He defended past practices of exchange officials, including himself, of passing on acceptability for listing of issues in which they were persoanlly interested

Conservation. Used typewriter campaign. The War Production Board (WPB) has launched a campaign to secure 600,000 used typewriters from business firms and private individuals. These machines are needed by the Army, Navy, Maritime Commission, Board of Economic Warfare, Lend-Lease and other government departments and agencies. John K. Stockham, Washington, D.C. insurance man, turns a machine over to Don MacDonald, Washington, D.C. typewriter dealer, who accepts it on behalf of the government at the fixed rate. This is one of the first typewriters thus enlisted in the war effort

Denver, Colorado. This workman has gone "all out" to speed up the Navy's unique shipbuilding program here in this mile-high city--the world's largest city not on a navigable waterway. Even though he has never seen an ocean or a ship larger than the pleasure launch on Denver's city park lake, the steel worker behind this acetylene torch is no less a shipbuilder! He is one of the workers in the eight Denver fabricating firms turning out hull parts in a 56 million dollar which means more escort vessels for Uncle Sam's Navy--vessels made in Denver and assembled at Mare Island Navy Yard 1,300 miles away

This was one of the first typewriters thus enlisted in the war effort. The decalcomania reads: "Property of U.S. Government - severe penalties for unlawful use"

Steel export representatives tell Monopoly group of Europe-America Steel Cartel. Washington, D.C., Nov. 15. S.M. Bash of New York, Vice President of the Bethlehem Steel Export Corp. and Manager of the Steel Export Association today told the Monopoly Committee that U.S. Steel producers were urged to join the International Steel Cartel or suffer lower export prices and European invasion of American markets. He explained that his group consults with the European group to 'divide up the world' on a basis of tonnage with a yearly quota for each. If one oversells his quota, he pays a penalty to the other group. He said about a dozen American steel firms were members of the American Association

Complete preliminary investigation of Life Insurance Companies for S.E.C. Washington, D.C., Nov. 4. Completing a preliminary investigation of Life Insurance Companies for the Securities and Exchange Commission, Gerhard Gesell, who served as the SEC's Chief Counsel in the investigation of the Richard Whitney case, and Ernest J. Howe, SEC Chief Financial Advisor, have begun to prepare the material which they will present at public hearings of the Monopoly Study Committee in January. Questionnaires, designed to disclose the corporate set-up of the companies, were sent to 406 life insurance firms. All but about 35, who were given extensions of time, answered and returned them to the SEC by Oct. 1, 11/4/38
