The Virginia K. Johnson Home. (A House of Refuge for Unmarried Mothers under twenty-one years old.) A large proportion of the girls here came from the farms, their lives stunted by the monotonous work of cotton picking, many of them beginning at five and six years old. Senate Committee told railroads should spend 3 billion in the next five years for habilitation. Washington, D.C., Dec. 12. Appearing before the Senate Finance Subcommittee today, R.V. Fletcher, General Counsel for the Association of American Railroads, asserted that railroads should spend approximately $3,000,000,000 during the next five or six years for plant and equipment rehabilitation. He urged that business and industry be given the benefit of incentive taxation in a drive to meet obsolescence, 12/12/38

"The Mill School" at Avondale. The mill gate is but a few feet to the right of the photo and the employees pass through the school yard continually. From all I could gather on the question, the school is only a makeshift, because the mill children go here only the eight weeks of the year to comply with the law. Attendance is irregular. In the lowest first grade, with a child of six years, were two girls of fourteen and fifteen who had been to school but two weeks in their lives. (See photo and label 1742A. Also photo 1743A.) Family from Oklahoma; have been in California for six years, have been migratory workers now on Works Progress Administration (WPA) from which they may be cut off at the opening of the 1939 harvest. Their house represents one of many similar structures, which they are attempting to construct by their own efforts on poor land, for which they are paying a few dollars a month out of the WPA budget. Their light bill is two dollars a month. Water bill one dollar a month, kerosene for cooking five dollars per month, approximately. They own a 1929 Ford. "The cheapest thing for the government to do would be to put people like me on enough land to make a living on. You can't tell me anything about running around with the fruit, I know that deal. You are lucky if you make enough to get home. I'm not a kickin', I'm being tuk care of, but if I should live to be hundred this way I'm not getting ahead noways."

Before he came here, he worked in the cotton mill at West, Tex., for five or six years. Said boys work in the Cuero mill under age. "They don't even bother to ask your age. Didn't ask mine. Easy 'nuff to git a job." The mills were not running on account of floods this week. The Wealth of Montenegro. Montenegro's wealth is reckoned by livestock not by money. Money today in the Balkans is relatively worthless. The sturdy peasantry has gone back to ancient days merchandising, trading sheep for a suit of clothes or a goat for a sack of flour. This picture was taken on the "wealthiest" farm, owned by a Montenegrin who spent six years working in the Colorado mines. When American Red Cross workers sent through the district distributing relief supplies he was one of the few who offered aid instead of asking for it. Incidentally he had a Red Cross memebership card. His little flock was saved from the enemy during the war on account of the inaccessible location of the owner's home, which is in a remote mountain valley, a natural fortress

Famous historical quilt. Washington, D.C., Aug. 17. Joseph's coat of many colors had nothing on this unique quilt which is now being completed by Mrs. Ethel Sampson of Evanston, Ill., after six years of collecting. Parts of wearing apparel from President Roosevelt, Mrs. Roosevelt, members of the Cabinet, diplomats and notables from all over. From Hollywood Bing Crosby sent a tie while Mae West and Shirley Temple contributed parts of dresses. Former Emperor Haile Selassie's neckties and a linen of Winsor, are also included on the quilt. The seedlings remain in the nursery for eight or nine months, the age of the shrub being determined by the length of time it is in the field. Guayule reaches maturity in from four to six years. Workers on Rickenbacker rescue boat. They played a part in the rescue of Captain Eddie Rickenbacker and six men of his crew in the Pacific. Elmer K. Brown and Flossie Anson, of Akron, Ohio, built one of the two life rafts on which the party drifted for three weeks. Miss Anson, who has been continuously at work on boats and ballons for the past six years, said "it certainly was a worthwhile thrill and satisfaction to know that we had a share in the making of the boats which effected the rescue of the Rickenbacker party"

All these children five years, six years, seven years, nine years and two a little older, were picking cotton on H.M. Lane's farm Bells, Tex. Only one adult, an aunt was picking. Father was plowing. Edith five years, (see preceding photo) picks all day. "Hughie" six years old, girl, picks all day. Alton, seven years old, picks fifty pounds a day. Ruth, nine years old, picks seventy-five pounds a day. Rob and Lee are about ten or eleven years old. The very young children like to pick, but before long they detest it.
