NLRB Investigating Committee looks into American Radiator case decision by Board. Washington, D.C., Jan. 8. Miss Anne Freeling, NLRB review attorney, who drafted the Board's final decision in the American Radiator case, was questioned today by the Smith Committee Investigating the NLRB as to reasons why the Board changed its first opinion in the case. The case centered about the question of whether or not a shutdown at the Litchfield plant in May, 1937, was an illegal lockout or a shutdown for business reasons. Shown with her here is Edmund Toland, for the committee

Employee housing. To accommodate construction personnel at projects, most of which are at some distance from population centers, the TVA (Tennessee Valley Authority) built permanent housing where there were reasons to expect such communities to be permanent. Being the single owner of land and of structures, the Authority used such housing projects to demonstrate modern principles of town planning of which other federal housing programs and private enterprise made use subsequently. The photograph shows a scene in the town of Norris, Tennessee, adjacent to Norris Dam
Visits FDR [Franklin Delano Roosevelt] ... and resigns. Francis Biddle, until today (Friday) Chairman of the National Labor Relations Board, is seen here as he was about to enter the White House for a conference with Pres. Roosevelt. Following the visit it was announced that Biddle had formally submitted his resignation on the N.I.R. Board. The N.I.R.B. will itself go out of existence next month. Personal reasons, and a desire to return to the practice of law were given as cause for the retirement. Biddle's name has lately been linked with new possibilities of appointment, perhaps to foreign service, 7/5/35

The four freedoms. Pictures like this can be taken on the west, but not on the east coast of the Atlantic. These throngs of average Americans are at Coney Island beach, New York City. American beaches are not restricted "for military reasons"
Defense housing, Erie, Pennsylvania. Cement foundation blocks ready to be mortared in place in the five-foot foundation ditch. This depth affords protection against frost which is particularly heavy in this area. Since, for reasons of economy, no basement is provided, cinder is used to fill in to floor level. This provides an admirable base for concrete flooring
Women in industry. Aircraft motor workers. Employer resistance to the hiring of women workers in war industries is rapidly becoming a thing of the past, and this young employee of a Midwest aircraft motor plant embodies the reasons for this change of heart. With no previous industrial experience, she mastered the operation of this compressed-air machine in record time, and is now polishing airplane motor parts with speed and skill

German warning to occupied France. Here, in the Nazis' own black and white, is visual testimony to the fact that the battle of France continues. This grim poster came to the Office of War Information (OWI) from Paris by a devious route, a route which for obvious reasons cannot be given but which, by its very existence, proves that the Gestapo isn't all-powerful. Bordered in red, surmounted by eagle and swastika, the poster is a notice that a member of the German army was killed in Paris, August 21, 1941, and that, as a consequence, every Frenchman under arrest, from August 23 on, will be considered a hostage. "In the case of another attack," the notice--in French and German--states, "hostages in a number corresponding to the seriousness of the criminal act committed will be shot." Here is the full text of the warning which the angry Nazis--probably frightened, too - plastered on the walls of occupied France
