Summary
Significance: One of a symmetrical pair of monumental buildings designed in the Beaux Arts tradition to serve as an extension of the State Capitol and help prevent key State department functions from leaving Sacramento for San Francisco. In addition to the quality of its architectural design, its associated ornament exhibits a high degree of artistic value and craftsmanship worthy of honoring California's rich historical heritage.
