Johnnie doesn't mean to be a fifth columnist, but in looking out and attempting to see the planes he's flashing a swell signal just the same; in addition this is a dangerous place for him to be because of flying glass splinters which might well result from the concussion caused by a bomb falling nearby. Looking out the window is fruitless also because there is nothing one can see during a blackout
