Galloway, now Counsel of the General Accounting Office, is believed to have the inside track for the post of Comptroller General recently vacated by John R. McCarl, whose 15-year term expired. Galloway, a former newspaperman of Columbia, S.C., was a member of the United States Civil Service Commission 1913-19 under President Woodrow Wilson
