It reads: "The Greater Lowell Regatta Festival Charitable Foundation was founded in May of 1974. In 1977, the Regatta boating program was established as a result of a bicentennial grant and local business support in order to provide recreational sailing, rowing, and canoeing for all residents of greater Lowell. The program was built through volunteer help and funds raised by the Foundation, past and continuing support of such organizations as Carpenters Local #49 Apprentice Training Program, The American Red Cross, Lowell National Historical Park, Lowell Heritage State Park, and the University of Lowell have brought this from a small program operating out of a floating office to entering its tenth year headquartered at the Bellegarde Boathouse." 3-5, Regatta Festival Committee official Xenophon "Zenny" Speronis (left), Chamber of Commerce President Kevin Coughlin (center), and Lowell Mayor Robert M.
