It reads: "The Greater Lowell Regatta Festival Charitable Foundation was founded in May of 1974. In 1977, the Regatta boating program was established as a result of a bicentennial grant and local business support in order to provide recreational sailing, rowing, and canoeing for all residents of greater Lowell.
