Mrs. Helen Taft Manning, daughter of the late Chief Justice Taft, today urged the Senate Foreign Relations Committee to isolate the United States from foreign conflicts. She said she felt that provisions of the present Neutrality Act should be made mandatory, and that Congress should share with the president the responsibility of deciding whether there is or is not a state of war in any part of the world
