Shaughnessy, right, of the Immigration and Naturalization Service, declared that imposition of immigration quotas on countries of the Western Hemisphere would cause ill feeling toward the United States. He also said the Labor Department estimated there currently were 3,800,000 aliens in this country legally and there was no way of estimating how many were here illegally.
